Introduction to Rotary Club of Shanghai
 
Rotarians meet weekly in Shanghai for  food,  fellowship, to build awareness and promote  the Object  of  Rotary  and  to  support worthy  projects  in  the Shanghai community and to encourage strong business ethics. Membership entails certain obligations  of  service  on  each  member. As  a  private  club, membership  is  by invitation  only  and  based  on  the  classification  principle  where  each  member represents his or her vocation or profession.
 
The  Rotary  Club  of  Shanghai  currently  has  more  than  70  members  and  is growing  annually.  Members  come  from  a  broad  spectrum  of  industries  and professions, and currently  represent more  than 20  nationalities. Membership  is currently restricted to non-PRC passport holders. .

The Past President Percy Chu Scholarships are an ongoing project of the Rotary Club  of  Shanghai  that  were  launched  in  2002  in  honour  of  our  club  Past President  Percy  Chu  (1934-35),  a  man  whom  many  of  us  recall  with  great fondness.
 
The  objective  of  these  Scholarships  is  to  commemorate  the  lifelong  love  of learning  of  RC  Shanghai’s  Past  President  (1934-35)  Percy  Chu  by  awarding students who have excellent performance and have made great contributions to social charity projects or activity; values which would have made him proud. 
 
For the year 2010, Rotary Club of Shanghai intends to award fifteen scholarships of RMB 5000 each. We will also encourage our members  to privately sponsor scholarships under this fund to be administered by the club. 

 

Past President Percy Chu
 
Percy Chu  (Chu Bo Quan),  born  in  Hangzhou  on  October  2,  1898  during  the sunset  years  of  the  Qing  Dynasty.  He  lived  through  three  centuries  and  five vastly different regimes in China.    He graduated in Shanghai WuJiang University in 1919 and Columbia University, New York City in 1921 in Finance and Banking. 
 
After  returning  to  China,  Percy  was  head  of  Business  Department  of  Central Bank  of  China,  United  Bankers  Association  Preparatory  Committee  Manager, and President of Shanghai Bankers Professional Association. He created China’s first Federal Reserve Board and first Clearing House for checks in similar pattern from knowledge  learnt while working at Citibank  in New York & became  its  first General  Manager.  After  1948  Percy  was  appointed  as  Deputy  Manger  of Shanghai  Continental  Bank,  WingAn  Textile  &  Dying  General  Administration Manager,  Shanghai  Cotton  Mills  Business  Research  Chief,  Shanghai  Foreign
Trade of Commerce &  Industrial Union Deputy Chief and Senior Consultant of Shanghai Trade Union.
 
Percy  was  dedicated  to  adult  education  and was  appointed Head  of Business Faculty  (MBA),  eventually  as  Headmaster,  Alumni   President  of  WuJiang University, as well as DaGuangMing Movie Theatre Board of Directors Chairman &  General  Manager  of  Asia  Theatre  Organization.  He  was  credited  with establishing the  first night college  for working people in China and served as the President of Shanghai University for several years.
 
He was admitted to Rotary Club of Shanghai in May 1926 and in 1934 Percy was elected as President of the Club.    The club number  then was 545 and was the second oldest  in  the Far East and  the  first English speaking club  in Asia. At  its peak  the  club  had  130  members  from  27  nationalities  of  which  30%  were Chinese.  Percy  was  a  dedicated  Rotarian  and  personally  welcomed  Rotary International Founder Paul Harris who visited Shanghai in 1935.  
 
He is deeply  loved by Rotarians in Greater China and abroad and in  later years was invited  to participate in some grand celebrations in his honour, hence he is still  remembered  fondly..   ”I  have  been  a  Rotarian  since  1926,  and  I  was  a member and a past president of the former Rotary Club of Shanghai, in China.  I have continued to consider myself a Rotarian for all  these years.  I will remain a Rotarian for the rest of my life,” he said. 
 
And  true  to  his words, Mr. Chu devoted  himself  to  the  ideals of Rotary  until  his death  on  19 March  2001.  Though  he  could  not  attend weekly meetings  after Rotary clubs in mainland China were disbanded in 1952, he continued to keep in touch with Rotarians throughout the world.

 

Application Criteria
 
Aim of  the Scholarships is to encourage more college students to be committed to  meaningful  social  charity  projects  and  activities,  and  reward  students  who espouse Rotary’s motto, “Service Above Self”.  
 
Successful applicants are expected to contribute at  least  two weeks of their time to do community service projects in the poorer parts of China in the course of this new  academic  year  starting  September  2010.  We  are  also  planning  for  a Leadership Development programme which we expect  the successful applicants to attend. They are also expected to submit a letter at the end of their schoo l year to reflect and relate their community service experience to the Rotary Club and to the life of Past President Percy Chu.
 
Applicants must  not  have  records  of  violations  of  any  school  bylaws  or  have obtained  other  full  scholarships.  Students  who  have  obtained  bursaries  are eligible  to  apply. Students  from  families  with  total  annual  income  of  less  than RMB 20,000 per year will be given preference in the selection. 
 

Eligibility Requirements
 
This year we will distribute the fifteen scholarships as follows: 
 
(i)   Four (4) scholarships worth RMB 5000 each to students going into final year  undergraduate of College of English Language and Literature of Shanghai International Studies University. 
 
(ii)  Three  (3)  scholarships worth RMB  5000  each  to  students  going  into final  year  undergraduate  of  Finance School  of Shanghai  Institute  of Foreign Trade, Shanghai University. 
 
(iii)  Three  (3)  scholarships worth RMB  5000  each  to  students  going  into final year in the School of Social Development &Public Policy of Fudan University.  
 
(iv)  Five (5) scholarships worth RMB 5000 each to students going into final year  undergraduate  of Chinese  Language  and  Literature  of Eastern China Normal University.

 

Application Requirements 
 
1.  Completed ROTARY CLUB OF SHANGHAI PAST PRESIDENT PERCY CHU SCHOLARSHIP FUND Application Form. Application forms are to be submitted in soft copy to the respective universities administration office.
 
2.  The application  forms  for  undergraduate of College of English Language and  Literature  of  Shanghai  International  Studies  University  should complete in English and for the other undergraduates can be in Mandarin. 
 
3.  Brief statement stating educational objectives, career goals, financial need, past and current extracurricular activities, community service and how the scholarship will help them reach their goals.  
 
4.  Two  letters  of  recommendations  that  will  support  their  applications. Students are encouraged to submit evidence and documents that wi ll help to support their applications.
 
5.  Transcripts of school examination  results (photocopy of official  transcripts is acceptable).  
 
6.  Interviews may be required of scholarship finalists.

 

Scholarship Amount
 
Scholarships  will  be  awarded  in  the  beginning  of  each  university  year.  The number of scholarships will  vary depending on  the amount of scholarship  funds available.  
 

Scholarship Awards
 
Scholarship awards are to be applied towards tuition fees, books, supplies and/or equipment required for the courses at the educational institution. 
 

Nominating Committee
 
The Nominating Committee will include  two nominees of University Department, three  individuals  nominated  by  Rotary  Club  of  Shanghai.  Members  of  this committee  is  expected  to  adhere  to  the  Rotary  International  4-way  Test (appendix  A)  in  publicizing  this  programme  to  all  students  ,  accepting  and reviewing  applications,  interviewing  applicants  and  final  selection  of  successful candidates.  A  complete  list  of  all  applicants  will  be  provided  to  Nominating Committee members prior to review of applications to establish potential conflict of interest issues. Any Nominating Committee member who currently works with, or  teaches  or  otherwise  has  a  personal  relationship  with  an  applicant,  shall recuse him or herself  from consideration of that application. Such a conflict shall not warrant  the said candidate’s exclusion from review and/or discussion by the remainder of the committee.
 
Final approval of the successful applicants will be made by the Board of Directors Rotary Club of Shanghai.

 
Selection Criteria
 
The Nominating Committee will first determine that each application is complete and complies with eligibility requirements. Selection will be done in Shanghai electronically and via face to face interviews on campus – with the final award being made either in Universities itself or in the Rotary club meeting.
 
Interviews for undergraduate of College of English Language and Literature of Shanghai International Studies University will be conducted in English and for the other undergraduates will be in Mandarin with translation. 
 
Scholarships will  be  based  on  financial  need,  personal motivation,  educational and career goals, and extracurricular activities, as well as consider  the overall quality of the application.

Application Deadlines and Award Dates:  
 
It is the intent of the Scholarship Committee to maximize the assistance provided by making financial awards at the beginning of the school year.    
 
1.  Application open by May 24th.
 
2.  Completed application form and submitted to respective Colleges by 2010 June 11th.
 
3.  After  review  and  preliminary  evaluation  for  any  violation  of  disciplinary records or  have other scholarships,  the  respective Colleges will shortlist the candidates and submit the list of final candidates and their application materials  to  the Nominating Committee  of Rotary Club  of Shanghai  by 2010  June  15th.  The  Nominating Committee  can  view  the  applications that have been rejected due to disciplinary records or have obtained other scholarships..
 
4.  The Nominating Committee of RCS will review and shortlist candidates by June 25th and interviews  to be completed by July 2nd. Final results will be made by July 29th to Board of Directors Rotary Club of Shanghai.
 
5.  Board  of Directors Rotary Club  of Shanghai  to  approve  the  successful applicants  in  August  Board  meeting,  to  be  followed  by  Public Announcement. The decision by the Board of Directors is final. 
 
6.  Money to be paid into  the successful applicants’ university bank accounts by September 6th.

 

Miscellaneous Information
 
Rotary Club of Shanghai reserves the right to use the name and/or photograph of scholarship  award  recipients  in  promotional  materials  designed  to  increase awareness of the Percy Chu Scholarship Fund, and to solicit funding or advertise fund raising events for the benefit of the Scholarship Fund.
